It means "free of coercion".

The free market is an artificial meritocracy of productivity, which is protected by fair rules and strict enforcement from the natural meritocracy of extreme violence.

We choose the artificial meritocracy over the natural one because we want to minimize violence, and maximize productivity.

An unrestricted market is not free, is never free, is the least free of all markets, because the optimal strategy in an unrestricted market is to gather an army and enslave all your neighbors.
