Pakistan runs on foreign credit lines and their refinancing. The country will never fail to secure credit or refinancing to stay afloat. Spending money from a credit line is easier than spending from your own revenue pool and bookkeeping by C&AG. It's hard for Indian leaders to tell Indian people "we had to allocate this money to fight narrative-warfare with Pakistan." What India can do is clandestine warfare, action at FATF, and simply building capability + space for warfare.
