▫️ Spam protection — hyperlinks in channel comments & chat now work only for channel owners

The snapshot to select KYC & migration targets was completed on June 22 at 3PM (UTC+9), capturing users holding 500 VERY at that moment.

▫️ Final targets revealed once the actual KYC period begins (after abuse filtering)
