There is an entrenched “civil society” apparatus—solidified after 2001–designed to ensure Pakistan faces max difficulty in doing what it must to fight centrifugal forces backed by imperialists.

That apparatus includes:
- NGOs
- Pakistani leftist parties
- Professors at LUMS, QAU, BNU, etc
- Media
- Student groups
- Pakistani liberals
- Bar Associations
- Extremely politicized lawyers
- “Human rights activists”
- Whichever mainstream opportunistic party is in opposition

The last time a head of state tried to decisively crack down on most/all of these elements (Musharraf’s state of emergency)—they overthrew him.

Since then, no one has tried (at least not to the extreme that Musharraf did). You can tell Asim Munir is *trying*, but moving *extremely* slowly & fearfully. (If you are a liberal reading this spare me the melodrama & move on)
