I don't blame Biden. It seems like we didn't even know that this was a major problem until 2023. I do not expect the Biden admin to closely monitor every little project that gets federal funding.
Part of the rapid spread of the screwworm has been due to northern migration of cattle herds. That seems like something we could blame on Biden but this migration was taking place entirely in Central America & I'm not sure what we expected Biden to do about migration between countries in Central America.
I incline to blame the institution that was tasked with making sure this didn't happen. That is COPEG, which is a collaboration between Panama and the United States. But maybe they aren't to blame, maybe they didn't have the funding to respond appropriately to an outbreak (in which case, I feel like they should have been able to raise the alarm about this earlier to get swifter help. I'm not sure why that did not happen.)

if the way the monkey "hoarded" bananas was by learning to cultivate banana trees thus making mass production of bananas possible so all the monkeys have way way more bananas then they ever did when they had to find bananas on their own but also the banana cultivator monkey has even more bananas than that, i think no one would view that as some weird puzzle to be solved.
