The Office of the Vice President (OVP) spent P16 million on the rental of 34 safehouses for just 11 days in December 2022, according to an accomplishment report detailing its use of P125 million in confidential funds, which was submitted to the Commission on Audit (COA).
During a House Committee on Good Government and Public Accountability hearing on Thursday, October 17, COA Intelligence and Confidential Funds Audit Officer Atty. Gloria Camora confirmed the rental payments.
Manila 3rd District Rep. Joel Chua, chairperson of the committee, questioned the high rental rates, which reached up to P91,000 per day—far exceeding rates at luxury resorts like Shangri-La Boracay, where a stay costs approximately P25,000 per night.
Chua asked Camora if COA had inquired about why the rentals were so expensive and whether they had any information on the size of the properties.
Camora admitted that the audit team had no information regarding the size or location of the rented properties.
Antipolo City 2nd District Rep. Romeo Acop expressed frustration over COA's ability to verify the authenticity of the acknowledgment receipts, pointing out that the agency relied primarily on documentary proof of payment.
Camora conceded that the receipts provided were the only basis for validating the rental payments, which were often unsigned, illegible, or missing names, and lacked supporting documents such as lease contracts.
Manila 1st District Rep. Ernesto "Ernix" Dionisio Jr. highlighted inconsistencies in the OVP's spending on safehouse rentals between the fourth quarter of 2022 and the first three quarters of 2023.
Despite the high rental costs in the last quarter of 2022, the OVP spent the same amount—P16 million—on safehouse rentals in both the first and second quarters of 2023, covering 53 and 67 days, respectively.
For the third quarter of 2023, Camora confirmed that the OVP spent P5 million over 79 days.
Dionisio pointed out the apparent disparity in spending, noting that P5 million lasted 79 days, which was in stark contrast to the P16 million spent over just 11 days in late 2022.
Camora acknowledged the issue, agreeing that the 2022 spending appeared disproportionately high, saying it was "steep, especially considering it was only for 11 days."
Dionisio called for stricter oversight of public funds and more comprehensive documentation, noting that "this is why the Blue Ribbon Committee is important, in aid of legislation, so we can craft laws to prevent this from happening again." #BantayBudget2025
