He's trained for guaranteed 2 weeks, since just before Porto away, Partey's been consistently training with the first team.
They train almost every day.
He should be avaliable to play, maybe not start, but at least play 30 minutes.

I feel like Partey should be fit enough to start.
Play him 30-40 mins starting or off the bench
I don't really mind as long as he gets minutes.
Same with Jesus, Vieira and others returning from injuries.
Give them minutes to grow in match sharpness

They can't be separated.
Their game styles are completely different, but you can argue points for Foden, which are valid, then argue different points for Saka.

Btw, scoring 4 pens out of 16 goals in 30 odd games isn't bad.
He plays on the wing, so it's harder for him to impact the game.
Scoring pens isn't easy.
Saka's missed crucial ones too in his career.
