@Borno State Governor Babagana Umara Zulum was decorated with the Society for Peace Studies and Practice (SPSP) fellowship on Monday at the Government House in Maiduguri.
The decoration was performed by the society's president, Nathaniel Msen Awuapila, assisted by Professor Isaac Oluwale Albert, who represented the Chairman of the Board of Trustees.
@ProfZulum is a fellow of several professional bodies, including the Nigerian Society of Engineers (NSE), the Nigerian Institution of Agricultural Engineers (NIAE), and the Nigerian Institute of Architects (NIA). He has received honorary fellowships from the National Postgraduate Medical College and the Environmental Management Association of Nigeria (EMAN).
Responding, Governor Babagana Umara Zulum expressed his gratitude for the honour and assured his commitment to partnering with the society to achieve sustainable peace and development in the region.
He noted that the non-kinetic measures adopted by the government had yielded positive results, highlighting that over 200,000 repentant insurgents and their families had surrendered to the authorities.
The brief occasion was attended by the Secretary to the Borno State Government, Dr. Bukar Tijani; the Head of Services, Barrister Mallam Fannami; Deputy Chief of Staff to the Executive Governor, Dr. Babagana Malumbe; the Vice President of the SPSP, Professor Jude Momodu; the Secretary General of the SPSP, Dr. Lanre Yusuf; members of the Borno State Executive Council; and Senior Government officials, among others.

Meanwhile, the Society for Peace Studies and Practice (SPSP) has announced a plan to commission a study on the positive impact of the Borno State Governor, Babagana Umara Zulum.
The President of the Society, Nathaniel Msen Awuapila, stated this earlier during the visit to the Governor in Maiduguri.
“Your Excellency is no exaggeration by any means when we speak on behalf of SPSP to say that around the Sahel, you are a model. A model in post-conflict reconstruction, a model in managing post-conflict societies. A model in peacebuilding and development. These are qualities that we have seen demonstrated as we observed what has happened in Borno over the years and even in infrastructural development,” Mr. Nathaniel said.
He also stated, “So, the society has decided to commission a study. We have asked the question, How is this possible? Those questions are on the lips of people who get to know what is happening in Borno. We will commission a study to see how your contribution impacted the people and could become a model for people to study around the Sahel and indeed globally.”
Speaking earlier, Professor Albert commended Governor Zulum for the laudable projects he executed across parts of Borno. He said, “We are not here, sir, really to honour you but to honour ourselves, to attach ourselves to some of the things you have achieved, and to say that we are proud of you.”
He added, “We have gone around the state and seen some of the projects that you have done. This is not the first time we have seen this project. We saw them in magazines and newspapers, and we physically saw the projects; we touched them.”

@BornoGovt State Governor, Professor Babagana Umara @ProfZulum, has renewed the appointment of Engr. Adam Bukar Bababe as the Executive Secretary of Borno State Geographic Information Service (@BOGIS) for a second and final five-year term.
In a statement released by the Special Adviser to the Governor on Media, Dauda Iliya, the reappointment was based on Engr. Bababe’s exceptional performance and transformative leadership during his first tenure.
The renewal follows the provisions of Section 22(2) of Borno State Geographic Information Service Law, 2019 (HA 2), which allows for an additional five-year term upon the approval of the Executive Governor.
Governor Zulum expressed his satisfaction with Engr. Bababe's contributions, stating, "I have approved the renewal of the appointment of the Executive Secretary, Borno State Geographic Information Service (BOGIS) for the second and final term of five years as recommended."
The governor further congratulated Engr. Bababe on his reappointment, urging him to build upon the achievements of his first term and to continue advancing the goals of the agency. "I task him to build upon the gains made and consolidate on the laudable achievements during his first tenure," the governor added.
Borno State Geographic Information Service established in 2019, plays a pivotal role in land management and administration in the state. Its mandate includes overseeing land titles, registrations and certification processes as well as ensuring best practices in land tenure.
Under Engr. Bababe’s leadership, BOGIS has successfully automated land title documents and processed over 2,500 Certificates of Occupancy, all of which have been signed by Governor Zulum.

BOGIS Boss Urges Staff to Build on Record-Breaking Achievements, Announces Rewards for Outstanding Performance
The Executive Secretary of the Borno Geographic Information Service (BOGIS), @EngrBababe, has called on staff members to build on the agency’s remarkable achievements and remain steadfast in their commitment to excellence.
He stated this during a meeting with staff following the renewal of his appointment by @GovBorno Babagana Umara @ProfZulum for a second and final term of five years.
Engr. Bababe commended the management and staff for their contributions, emphasizing that the agency’s significant milestones are a testament to their dedication, teamwork, and commitment to service delivery.
In 2024 alone, @BornoGis signed over 650 Certificates of Occupancy and generated an unprecedented revenue of over 1.4 billion naira, the highest in Borno State’s history. He attributed these successes to the public's trust and confidence in the agency.
He urged staff to maintain discipline and professionalism to uphold the agency's reputation, cautioning against absenteeism and other forms of laxity, which he warned would attract serious consequences.
On the status of ad hoc staff, Engr. Bababe assured that the agency would consider their permanent appointment, especially as 43 staff members are set to retire this year.
To ensure continuous growth and improve capacity, he outlined plans for robust capacity-building programs, combining in-house and external training to equip staff with modern skills and knowledge.
The Executive Secretary also unveiled incentives to reward outstanding performance. The best-performing staff member will receive a Hajj or Jerusalem seat, while others will be allocated land as a token of appreciation for their dedication.
Acknowledging the financial challenges of January, he announced allowances for all staff members and directed the Finance Department to disburse them according to respective levels.
In separate remarks, members of the management team commended Engr. Bababe for his visionary leadership, describing him as the driving force behind the transformation of land administration in Borno State. They also urged all staff members to remain committed to achieving the agency's goals.
Engr. Adam Bababe was appointed as the pioneer Executive Secretary of BOGIS in January 2020, with his first tenure ending on January 17, 2025.
During his first term, the agency achieved remarkable milestones, including generating over 5 billion naira in revenue, processing and issuing more than 2,500 Certificates of Occupancy, approving over 2,000 land-related consents, and implementing significant infrastructural improvements.
