His options are don't sign for less than slot and go back to college for one year and have zero leverage the following year. Or sign for less than slot while still getting a good payday.

By drafting guys in the earlier rounds they know they can sign for under slot, it gives them the opportunity to draft higher potential players with later picks and pay them over slot to not go to college and join the organization.
