This supports the concept of bureaucratic independence, the balance of political power between civil servants and political masters that such challenge and correcction

Critiques of overly-ambitious targets were blocked. A sprint to build power plants trumped the quality of contracts and construction of necessary tranimission lines to use the power plants. The result: economic transformation is undermined, despite later course correction

the negatives of highly concentrated political power in creating ‘Chernobyl problems’; an inability to speak truth to power and the unbridled pursuit of modernist ideology
