And I agree with your broader point that simply telling a young person “Museveni isn’t the problem; the system is” can miss the relationship between the two. Leaders shape systems, appoint officials, influence institutions, determine policy direction, and can either create space for reform or preserve the status quo. In a highly centralized political system, leadership becomes particularly consequential.

At the same time, saying this should not mean shutting down criticism of other actors. A serious discussion should be able to hold both ideas simultaneously: Uganda has systemic problems, and Museveni’s leadership and continued dominance are a major part of why those problems persist.
