UGX 2.26trillion has been allocated to the agro-industrialisation programme in FY 2026/27. This is the highest allocation ever to this programme.
Priority interventions include:
✅ Agricultural research & innovation, including funding for anti-tick vaccine commercialisation
✅ Irrigation and water for production
✅ Extension services—more extension workers and their facilitation to reach farmers
✅ Provision of good quality agricultural inputs
✅ Post-harvest handling and storage
✅ Agro-processing and value addition
✅ Quality assurance and certification

I truly admire that Uganda has set a clear, visible and achievable economic target. What I wish our bureaucrats would do is spend time speaking to the drivers of that economy; the MSMEs.

Today I presented the National Budget Speech outlining government priorities and allocations for the Financial Year 2026/27 at Kololo independence ground
In my speech I stated that Uganda has become a land of opportunity and promise.
Our economy has expanded to USD 69 billion and is projected to grow at double-digit rates,driven by strong export performance, first oil, & sustained wealth-creation interventions. More importantly, this growth is increasingly translating into jobs, higher incomes and better livelihood for Ugandans.
I also noted that Investor confidence is rising, and the Ugandan diaspora is responding with increased remittances, investment and active participation in our transformation.
This Budget aims to accelerate the attainment of the Tenfold Growth Strategy,adding that Government has allocated 95.6 percent of discretionary resources to the ATMS—Agro-industrialisation,
Tourism Development, Mineral-Based Industrialisation, and Science, Technology and Innovation—and their key enablers.
This Budget prioritises production, productivity, value addition, exports, and job creation. I invite the private sector to take full advantage of these opportunities to create wealth.
I also stated that Budget launches Uganda into the “Kisanja No More Sleep” and Every Ugandan must actively engage in wealth creation, and every leader must be accountable for transforming households and communities.
The era of planning and debate is over and the era of implementation and results has begun.
Our mission is clear
produce more, earn more, export more, and lift every household out of subsistence. I dedicate this Budget to all wealth creators, especially the youth, whose energy, enterprise and innovation will drive Uganda’s transformation into a 500-billion-dollar economy.

Teachers are set to receive UGX 20 billion through their SACCOs, as earlier pledged by the President, in support of their financial empowerment and improved livelihoods.

Government continued investing in reliable and affordable energy to power industrialisation and socio-economic transformation.
Uganda's installed electricity generation capacity now stands at 2098MW. During the F/Y, Government expanded transmission infrastructure, advanced key power projects, increased rural electrification, and connected over 419,000 households through off-grid solar solutions. Grid access in rural areas nearly doubled from 6.8% in F/Y 2021/22 to 11.4% in F/Y 2024/25.
In F/Y 2026/27, Government will commence the 380MW Kiba Hydropower Project, develop a floating solar plant at Isimba, advance preparations for nuclear energy at Buyende, expand transmission networks and substations, accelerate rural electrification, and support industrial power connections.

As we implement the Financial Year 2026/27 Budget, we must remain focused on Uganda’s strategic goal of socio-economic transformation. Our economy is growing at 6.4% and is projected to expand to 10.2% next year, driven in part by petroleum. By fully utilizing our vast potential, taking advantage of the African market, and ensuring that every household joins the money economy, we shall create prosperity for all Ugandans.
Science, Technology and Innovation remains central to Uganda's strategy of achieving tenfold economic growth and building a knowledge-based economy.
This F/Y year, Government commissioned the Kiira Vehicle Plant in Jinja, expanded local pharmaceutical manufacturing through Dei BioPharma, Microhaem Scientifics and Jena Herbals, strengthened Uganda's space science capabilities through the National Space Centre at Mpoma, advanced value addition through the Africa Coffee Park in Ntungamo and banana processing innovations, and expanded digital infrastructure nationwide.
Shs. 1.14 trillion has been allocated in FY2026/27 for Science, Technology and Innovation, ICT and the creative industries, with a focus on commercialising innovations, expanding digital connectivity, strengthening research and development, and creating high-value jobs. -- Hon. @henrymusasizi1, Minister of @mofpedU.
