Bruce didn’t lose control. After permanently becoming Smart Hulk in Endgame, he could no longer switch back to human form on his own. He built the Hulk Inhibitor Device so he could return to human (mainly to heal his Infinity Stones arm injury) and later chose to keep using it to live as a normal professor.

This was explained in She-Hulk: Attorney at Law Episode 1 (and first shown in the Shang-Chi mid-credits). In Spider-Man: Brand New Day, he’s still voluntarily wearing a refined version of it.
