5/ HB 1 is part of a growing trend of abusive preemption across the country, which strips power and authority from local governments to regulate community-driven policies and stifles much-needed reforms.
4/ HB 1 allows DeSantis + his Cabinet — the Administration Commission— to intervene on any reduction in law enforcement budgets, irrespective of the amount or the reason, *and* gives them unchecked power to change those budgets.
3/ A brief history: In April 2021, Gov. DeSantis signed HB 1 into law as a direct response to the protests following the murder of #GeorgeFloyd. Since the law’s passing, municipal budgeting—which answers to the community—has been plagued by uncertainty…
2/ In a ruling in open court by #JudgeJLeeMarsh, the court found the case could proceed b/c 5 cities sufficiently showed HB1's harm. "We look forward to moving this case forward and continuing to stand up for movement-building and local democracy in Florida,” said @_millerjon.

4/ And with #HB1, we’re seeing @GovRonDeSantis in a dangerous preemption power grab. His admin is stripping FL cities of their ability to protest—our #FirstAmendment right!—as well as taking away control of budgets. (ie. thwarting attempts to ‘defund’ the police)
3/ But preemption can also be abused. What we’re seeing more and more is the systematic targeting of community-led asks that make their way into law. For example, 21 states have taken away the power for cities to require paid sick leave.
2/ And sometimes it’s a positive—and progressive!—legal tool. Like a state government making sure that local governments don't work with ICE to deport our immigrant community members...

We know that #HB1 was passed in direct response to the racial justice protests of 2020. As calls for police reform became louder and more urgent, Governor DeSantis responded with #HB1 to repress any forthcoming reforms.
