Bank of Uganda Licenses Two More Large SACCOs
The Bank of Uganda has licensed Share An Opportunity SACCO, based in Zirobwe, and Kihondo Tukwatanize SACCO, based in Fort Portal, bringing the number of large SACCOs under the Bank’s direct supervision to six.
The licences were presented during a ceremony held at the Bank of Uganda on Thursday, 6 August 2026, by Mr Mackay Aomu, Director, Non-Bank Financial Institutions, on behalf of the Executive Director, Supervision and Regulation.
Speaking at the ceremony, Mr Aomu urged the newly licensed SACCOs to remain firmly rooted in the communities they serve and to build strong, trusted institutions that their members can be proud of.
He emphasised the importance of sound policies and procedures that promote accountability, strengthen internal checks and balances, and support prudent management. He also called on the SACCOs to safeguard members’ data and give due attention to environmental, social, and governance principles in their operations.
Mr Aomu noted that well-governed and regulated SACCOs play an important role in expanding financial inclusion and supporting Uganda’s socio-economic transformation.
The ceremony was attended by executives and board chairpersons from the two SACCOs, together with staff from the Bank of Uganda’s Supervision Directorate.
Uganda Government Treasury Bills | Auction Results Released
The Bank of Uganda has today published the results of Uganda Government Treasury Bills – Issue No. 1233, covering the 91-day, 182-day, and 364-day tenors.
The results provide a breakdown of total bids received, amounts accepted, and the resulting yields, offering insight into current investor demand and prevailing money market conditions.

The Governor also visited the 0km mark of the East African Crude Oil Pipeline (@EACOP_) in Kabaale, Hoima, where he was “very much impressed” with what he learned is one of the most innovative and smart pipelines in the world.
He wrapped up the day with a tour of the $6 million-dollar Luwero Industries Waste Management Facility, a joint venture between Uganda’s National Enterprise Corporation (@NECUPDF) and Chinese company HBP. The facility has treated 70,000 metric tonnes of petroleum waste from the Kingfisher field since its commissioning in 2023.
The USD $15 billion dollars that has so far been invested in Uganda’s oil and gas sector is the largest concentration of long-term investment this country has ever hosted.
Uganda’s Charter for Fiscal Responsibility 2021-2026 requires that monies generated from oil and gas activities be put into the Petroleum Fund, and from this only up to 0.8% of the preceding year’s non-oil GDP can be transferred to the Consolidated Fund where it must be spent on infrastructure development and not recurrent expenditure.
The rest (99.2%) of oil revenue is to be transferred to the Petroleum Revenue Investment Reserve (PRIR) which BoU holds on the nation’s behalf and must invest offshore so that oil wealth does not flood the domestic economy and price exporters out of the markets that sustain them.
The PRIR will ensure that Uganda’s future generations continue to benefit from oil long after most of it has been pumped out.
Governor Atingi-Ego visiting the Kingfisher oil field in Kikuube District today with Chief Justice Flavian Zeija, Deputy Chief Justice Hon. Moses Kazibwe Kawumi, and other Justices and Judiciary officials.
Up to 40,000 barrels of oil per day and 20,000 tonnes of cooking gas (LPG) per year are set to be produced in this project along the shores of Lake Albert.
Governor Atingi-Ego learned how the oil will be pumped from reservoirs that are 2.5kms below the bottom of the lake into a Central Processing Facility where it will be cleaned before making the 1,443km journey via pipeline to Tanzania’s Tanga port for export.
About $2.5 billion dollars has been invested in the Kingfisher oil field and combined with the other oil production sites in Uganda, these projects are projected to generate average revenues of between $1 to $2.5 billion dollars annually depending on the international oil price.
The Governor appreciated the opportunity to verify first-hand Uganda’s oil and gas developments, saying “A lot hinges on what is happening in the oil sector; from the UGX1.4 trillion expected from oil revenues in the budget for this financial year, to Balance of Payments projections of foreign exchange flows into the domestic market, to the employment opportunities being created here. All these matter for macroeconomic stability, which is my focus.”

Governor Atingi-Ego crowned off Day 1 of a field visit to Uganda's oil & gas areas with a tour of the Hoima City Stadium, one of the oil projects that demonstrates how oil revenue can be invested in human capital development.
Bank of Uganda, alongside the Judiciary, @URAuganda, and @UNOC_UG played a friendly match against Hoima-based Alexo Football Academy, a training centre for aspiring young footballers in the Bunyoro subregion.
The Governor lauded the Ministry of Education & Sports for the successful completion of a state-of-the-art stadium, advising that the economic principle of sustainability should be put into practice to ensure that the facilities positively impact the local sports world.
The Board Chair National Council of Sports, Mr. Ambrose Tashobya, awarded Governor Atingi-Ego a football to thank him for his participation in the tour organized as part of a training for Judicial officers in Uganda’s petroleum sector aimed at positioning the @JudiciaryUG as a driver of economic development.
UGANDA’S ECONOMY GROWING STEADILY- GGOOBI
While appearing on #NBSMorningBreeze today, PSST @rggoobi said the size of Uganda’s economy has increased to about USD 70 billion,meaning that Uganda has to grow the economy about 7-fold compared to the earlier targeted 10-fold growth to achieve the goal of building a USD 500-billion- economy in the next 15 years.
Dr. Ggoobi said for the first time, there is policy consensus in the whole of Government and the resultant alignment by the Private Sector, Financial Sector and Development Partners.
The PSST also noted that the entire government is aligned in terms of planning as evidenced by the fourth national development plan (NDP IV).
“Policy consensus is the first step and that is where we have been failing,” said Ggoobi, adding that the Asian Tigers were able to transform their economies because policy consensus.
Unlike other election years, the PSST said last year was a unique,adding that it was characterized by stable inflation, stable shilling, highest growth rates and growth in exports especially coffee.
He thanked @BOU_Official for working closely with @mofpedU to coordinate the fiscal and monetary policy and to keep the economy stable.
Dr.Ggoobi said the greatest risk to achieving the USD 500 billion economy as planned is the low mobilization of domestic revenue. He said this must be addressed urgently by fully implementing the revenue mobilization strategy.
In FY 2026/27,domestic revenue is projected to increase to Shs 45.6 trillion from Shs 35.7 trillion in FY 2025/26. Government is targeting to increase the ratio of tax to GDP from about 14% to about 20% by 2030.
The PSST also highlighted challenges to do with the narrow tax base which leaves the tax burden to the few compliant taxpayers and informality which makes it hard to tax.
Going forward, Ggoobi said Government is making key reforms in a number of areas such as procurement to eliminate corruption, improving implementation of projects, giving priority to concessional financing to finance infrastructure development and investing deliberatively in value addition especially for coffee, minerals, fruits and vegetables as well as beef and dairy.

Earlier today, Governor Michael Atingi-Ego joined the Chief Justice, Deputy Chief Justice, Principal Judge, and other senior judicial officers at a pre-departure briefing ahead of their visit to Uganda’s oil and gas operational areas.
The engagement was organised by the Judicial Training Institute in partnership with the Petroleum Authority of Uganda and the Uganda National Oil Company.
In his keynote address, "Custodians of Confidence", the Governor highlighted the complementary roles of the Judiciary and the Bank of Uganda as the country prepares to enter a new petroleum era.
While the Bank safeguards confidence in money, the Judiciary safeguards confidence in justice, contracts, and the rule of law. Together, strong and predictable institutions provide the certainty needed to attract responsible investment, protect the public interest, and ensure that Uganda’s petroleum resources contribute to broad-based and sustainable economic transformation.
The Governor emphasised that responsible petroleum governance must be anchored in integrity, transparency, accountability, environmental protection, respect for affected communities, and the fair sharing of benefits across society.
As Uganda moves closer to commercial petroleum production, effective collaboration among key institutions will be essential to ensuring that oil strengthens the wider economy and creates lasting value for generations to come.

Inflation Outurn | July 2026
Annual core inflation remained stable at 3.4 per cent in July 2026, unchanged from June 2026.
This stability was due to offsetting movements within core inflation: Other Goods inflation edged up, mainly due to beef and laundry soap prices, while Services inflation eased slightly, with food and beverage serving services and holiday package prices rising more slowly.
