TFW you get to watch (and celebrate!) your law school classmate (Adam Gross, not on Twitter AFAIK) receive a well-deserved award for his work promoting meaningful public safety policies and reform. @bpichicago
Thank you @BPIChicago for your work in collaboratively addressing systemic failures.
I was proud to speak about the successes of #DrivingEquality and moved to hear about similar work across the country.
Requests to consent to searches are disproportionately made of Black and Latine drivers. From 2015 to 2021, 73% of consent search requests were made to Black drivers, 22% were made to Latine drivers, but less than 4% were made to white drivers.
The burden of traffic stops is not distributed equally across Chicago. From 2015 to 2021, the average Black Chicago driver was 6x more likely to be stopped than the average white driver.
An increasing number of searches by Chicago police rely not on a warrant, reasonable suspicion, or probable cause of criminal activity but instead on requests to drivers to consent to a search.
Black and Latine drivers are also more likely to experience the significant harms of traffic stops. Too often, traffic stops escalate and result in the use of force, and nearly all instances of uses of force following a traffic stop were used against Black or Latine people.
In addition, the threat of deadly force when an officer points their firearm at a person occurred more commonly during traffic stops than in any other category of encounter recorded by CPD.
Reflecting the same recent findings as by @BPIChicago, @Pascal_Sabino writing for @injusticewatch and @BlockClubCHI found that Chicago PD stops 156 cars for every one gun arrest. 156 intrusions of liberty and the 1 is likely not even a crime gun. https://t.co/rCj8JtuIAe
From 2016 to 2021, 67-72% of the arrests were of Black persons, Latine people represented 21-25% of arrests, and white individuals represented 5-7% of arrests.
The psychological harm and the damage done to police-community relations by traffic stops are great. Among people of color, particularly Black individuals, involuntary police contact is associated with stigma, trauma, anxiety, and depressive symptoms.
Most arrests were for non-violent crimes and traffic violations, with "operating a vehicle without insurance" and "driving on a suspended license" representing the most common charges.
