COLLABORATIVE PROCUREMENT IN THE OFFING:
Once the new Government starts work, another major reform to be implemented will be in the area of public procurement.
All Ministries,Departments and Agencies (MDAs) as well as Local Governments (LGs) will implement the use of collaborative procurement for common user items such as stationery, computers, cars etc effective 1st July 2026.
This is part of the measures to cut wastage, guard against over pricing of goods and services in Gov't,standardise prices, achieve quality standards, value for money and maximize economies of scale.
This reform is also aimed at making public procurement efficient, transparent and corruption free.
According to the PSST Dr. @rggoobi, this reform will remove middlemen of procurement and also cut down on the lead time.
"If Government is buying similar things like cars and computers, there is no need for each entity to look for bidders," said the PSST.
Common user items will be purchased in bulk on behalf of all requesting MDAs & LGs.
Delivering his remarks during the PPDA Public procurement cadre forum 2026, Chief guest Dr. Ramathan Ggoobi (PSST)emphasized that discussions on public procurement reforms must go beyond routine administrative engagements and instead serve as strategic national conversations that accelerate Uganda’s socio-economic transformation.

Once finalized, the framework will guide government institutions in planning and evaluating road and bridge projects. This will also guide PPDA in its regulatory function especially holding accounting officers who sign contracts above the established market price accountable.

@PPDAUganda convened engineers, policymakers and infrastructure stakeholders to validate the proposed Standardized Unit Cost Framework for Road & Bridge Construction in Uganda.
This is a major step toward improving consistency and value for money in public infrastructure.

Instead of using a single fixed cost per kilometre, the framework considers multiple cost drivers including earthworks, drainage systems, pavement structures, labour and equipment costs.
This ensures more realistic and transparent cost estimates.
