The point of this video is to encourage people to think in terms of systems, as the LA fire mismanagement was a systemic failure.

Imagine you have 2 systems:

System A:
Primary and only objective: Save Lives

System B:
Primary Objective: Save Lives
Secondary Objective: DEI

System A will allocate 100% of its money, time, staff, and processes to saving lives, and thus be better at saving lives than System B.

System A may adopt DEI, but only if and when it helps save lives.

System B will allocate less than 100% of its resources toward saving lives, and thus be worse than System A at that objective (but better at DEI).

This is why many companies - Meta, Amazon, etc. are now dropping DEI - it comes at the cost of their primary objective, and market incentives to implement DEI have weakened.

They are moving back to their equivalent of System A.

LA, CA, and Federal government are closer to System B.

If we want our government to be the best at saving lives in disasters, it needs to be System A.
