The CAO neither originated the meeting nor the decision. The letter was written as a result of "Hon. Minister's directive".

The letter speaks for itself. It couldn't be any louder - the meeting Hullabaloo is to blame!

Nevertheless, interdiction is different from a conviction.

The CAO wrote, in her own hand, under her own signature, to the PS: the meeting was the Minister's, the directive was the Minister's, and her role was to execute and report.

It's the CAO's own characterization of events, stated twice, plainly.

The CAO's letter purports to derive the authority for the interdiction from F-s(14), which assigns the interdiction function to the Responsible Officer and makes the Responsible Officer's opinion the condition for interdiction.

1. A delegation of PFF officials were turned away. Dr. Moses Mukose was not just turned away, he was arrested and detained! That's how sensitive it was.

2. Baryomunsi walked in the opposite direction. He did only force access, he also publicised the patient's health condition!

It is wrong to link my visit to Dr Besigye with his discharge from Mulago Hospital. It is an insult to the consultant doctors who have been treating KB. Is the Minister of Health visiting a person in hospital a crime? Nobody sent me to visit KB, it was not my first time either. I do not need to be invited by anybody. The adversarial politics in Uganda is nauseating to some of us. Don't I have a right, as a person, to feel for some one sick, politics aside? Where did humanity go?

Baryomusi wasn't at the hospital as prisons official, DPP or a Security Guard. Not Mulago Hospital worker. Not a cleaner or a nurse. Hes not a lawyer or a NOK.

He bumped into the door, intimidated guards, by virtue of being a minister. Then publisised (I own him)!
