Nigerians are hungry has become a comfortable rhetoric to weaponize by politicians and OAPs who lack the depth for policy discussion. Just jump on hunger & poverty and you can become popular.

Built on the foundation of Nigeria's existing PPP Guidelines, this Agreement gives every federal MDA a nationally standardised, legally grounded starting point for structuring PPP transactions — so Nigeria no longer negotiates each concession from a blank page.
The impact is straightforward: faster deals, lower transaction costs, and more infrastructure delivered to Nigerians sooner. With a $2.3 trillion infrastructure deficit staring the country in the face, every month saved in negotiation is a road built, a power plant commissioned, a hospital equipped.
The Model Agreement makes Nigeria's PPP programme more attractive to serious investors, more predictable for lenders, and more accountable to the public — concession by concession, closing the gap between the Nigeria we have and the Nigeria Renewed Hope is building.
