Very pleased to see that representatives from Libya’s east and west have once again come together to take practical steps that contribute to unity and stability. With facilitation from UNSMIL, the Libyan Border Security Join Technical Coordination Team has agreed to measures to strengthen joint border security cooperation and further operationalize joint border security centers in Benghazi and Tripoli. This latest meeting featured participation from senior military and police officers from the Libyan National Army, the Ministry of Defense, and the Ministry of Interior, in the presence of the Commanders of the Border Guard components of both sides. The United States strongly supports Libya’s continuing progress towards unity, which follows April’s joint participation in the Flintlock 26 military exercise and the signing of a unified national budget.

The United Nations Support Mission in Libya today, in close collaboration with the Libyan ministries of defense, interior and foreign affairs, concluded a two-day technical symposium on the implementation of the Code of Conduct for Military and Security units and institutions, which was endorsed by Libyan authorities earlier this year.

The symposium brought together senior officials from the relevant ministries, the Chief of Armed Forces Staff, and members of the national security committees of the House of Representatives and High Council of State, with active participation from women representatives. Discussions centered on translating the Code’s principles into practice across Libya’s security institutions, emphasizing legal compliance, accountability, ethical conduct, social responsibility and professionalism—key elements for strengthening institutional discipline, restoring public trust, and fostering greater coherence within the security sector.

The Technical Symposium adopted a comprehensive roadmap to guide the next phase in mainstreaming the Code of Conduct. The roadmap outlines measures to strengthen institutional unity and integrity, reinforce accountability mechanisms, and ensure full adherence to constitutional principles and international human rights standards.

Today, SRSG @HannaTetteh, together with @GermanAmbLBY and DSRSG-P @stephaniekoury1, met with Prime Minister Dbeibah to brief him about the outcomes of the recent International Follow-up Committee on Libya (IFCL) in Berlin, which reaffirmed international commitment to supporting a Libyan-led and Libyan-owned political process facilitated by UNSMIL. The SRSG underscored the importance of IFCL as a forum that brings together key regional and international countries with stakes in Libya, and the need to achieve pragmatic and implementable outcomes through regular IFCL meetings and renewed thematic working groups.

SRSG Tetteh and Prime Minister Dbeibah also exchanged views on the latest developments in Libya, and the need to preserve the fragile stability to create conditions conducive for the political process. The SRSG welcomed the Attorney-General’s efforts, and the recent release of arbitrary detained individuals. She also acknowledged the valuable contribution of the Truce and Security and Military Arrangements Committees and highlighted the criticality of avoiding any actions or rhetoric that could trigger escalation of renewed clashes, particularly in densely populated areas.

كما تبادلت الممثلة الخاصة ورئيس الوزراء الدبيبة وجهات النظر حول آخر التطورات في ليبيا، والحاجة إلى الحفاظ على الاستقرار الهش لتهيئة الظروف الملائمة للعملية السياسية. ورحبت الممثلة الخاصة بجهود النائب العام والإفراج الأخير عن عدد من المحتجزين تعسفياً، كما أشادت بالمساهمة القيمة التي تقدمها لجان التهدئة والترتيبات الأمنية والعسكرية، وأكدت على أهمية تجنب أي أفعال أو خطاب قد يؤدي إلى تصعيد أو اندلاع اشتباكات جديدة، لا سيما في المناطق ذات الكثافة السكانية العالية.

في إطار جهودها المستمرة لبناء السلام وحل النزاعات، عقدت بعثة الأمم المتحدة للدعم في ليبيا يوم الأربعاء اجتماعًا مع عدد من الأعيان وقيادات المجتمع ووسطاء من المنطقة الغربية، لمناقشة سبل تعزيز الهدنة الهشة التي تم التوصل إليها عقب اشتباكات طرابلس هذا الشهر، والعمل على منع تجدد القتال.

أكد القادة المشاركون على ضرورة تعزيز الهدنة، وشددوا على أنه لا مكان لمزيد من الاقتتال. كما التزموا بتشجيع مجتمعاتهم، بما في ذلك فئة الشباب، على الامتناع عن الانخراط في النزاعات، والعمل على الحد من انتشار المعلومات المضللة والكاذبة.

ودعا المشاركون إلى وضع آليات فعالة لمنع أي تحركات عسكرية أحادية الجانب، ورصد تنفيذ اتفاق الهدنة وضمان الالتزام به. كما أوصوا بتعزيز التنسيق بين مختلف الأطراف المعنية لضمان نهج متماسك في الترتيبات الأمنية، وبناء منظومة مساءلة للمؤسسات الأمنية والعسكرية، من خلال إعداد خطة شاملة لإعادة تأهيل ودمج عناصر التشكيلات المسلحة في الحياة المدنية أو ضمن الهياكل الأمنية الرسمية.

The first meeting of the Truce Committee, jointly established by the Presidency Council and UNSMIL and Chaired by Chief of General Staff of the Libyan Army, General Mohammed Al Haddad, was held at the Abu Sitta Naval Base on Monday. The Committee is part of ongoing efforts to de-escalate and prevent armed conflict in Tripoli and the surrounding areas and to ensure the protection of civilians.

UNSMIL reiterates the United Nations Security Council’s concerns over the reports of civilian casualties during last week's clashes as well as the use of violence against protestors and continues to call on all parties to refrain from using violence and to engage in dialogue. Those responsible for violations of international humanitarian and human rights law, as well as non-compliance with the truce, must be held accountable.

The Committee intends to submit periodic reports on compliance with the truce and the ground situation to the Presidency Council in its capacity as Supreme Commander of the Armed Forces and to the Mission.

Yesterday, I met the Acting Minister of Interior Imad Trabulsi. We discussed the recent security clashes in Tripoli and agreed on the imperative of avoiding violence, and preventing harm to Libyan lives and properties at all times. I stressed the need for security and relevant actors to support the Truce Committee's efforts in preventing further violence and promoting dialogue.
I also briefed him on the outcomes of the Advisory committee, the need to advance the political process to agree on a roadmap to get to elections and unified institutions.

A two-day forum on the role of media in combating disinformation and misinformation and relevant impact on the electoral process concluded today in Benghazi. The event brought together journalists, representatives from the High National Elections Commission (HNEC), the Ministry of Interior, the General Authority for Monitoring Media Content, and civil society organizations from across Libya.

Around 70 people attended the event, 35 percent of whom were women.

The forum, organized by UNSMIL’s Security Institutions Support Service, is the latest in a series of events in Tripoli and Benghazi aimed at enhancing electoral security.

Participants discussed the spread of disinformation and misinformation and the effect on the integrity and transparency of elections. Presentations and discussions led by UNSMIL and other participating institutions covered the current media landscape and strategies to counter the phenomenon.

The HNEC team presented about the public awareness campaigns they have launched, while the Ministry of Interior outlined its efforts to safeguard the electoral process and the challenges faced by relevant departments. A case study of electoral campaigns in Al Khums municipality was also shared, shedding light on media violations during the campaigning period.

In addition, participants reviewed both local and international tools for combating election-related disinformation and misinformation and explored ways to mitigate its impact.

At the workshop’s conclusion, participants produced practical recommendations to reduce the harmful effects of disinformation and misinformation during elections, such as improving the legal framework governing elections and promoting cooperation among government entities, civil society, and media institutions.

This morning, UNSMIL, in partnership with the Ministry of Interior, @LYHnec , the Ministry of Youth, and civil society organizations (CSOs), facilitated a workshop on the role of civil society in strengthening electoral security. The active participation of CSOs from across Libya, including scouts, women, and youth, contributes to advocating for the integrity of electoral processes, raising awareness, educating voters, building capacity among key stakeholders, and promoting greater participation in a safe environment for transparent and credible elections in Libya.

ودعا المجتمعون في بيانهم الختامي إلى فصل العمل الأمني عن العمل العسكري، ومراجعة كافة القوانين المنظمة للقطاع الأمني طبقاً للمعايير الدولية المتعلقة بحقوق الإنسان والقانون الدولي الإنساني.
