Very simple: Metrolinx refused. They insisted that turning the stations into development sites would *delay* the LRT. (The irony is breathtaking.)
Once we had the council direction we required, we worked at the highest levels - including (eventually) with the CEO’s of Metrolinx and IO. The Deputy City Manager and I led these conversations - for nearly a year. Province dug in their heels. Despite repeated attempts, the Mayor was uninterested in engaging/leading on this issue. Blame the Wynne government. Blame an unengaged Mayor. Leadership matters.
There are some compromises we did achieve, but they are minuscule in relation to the missed opportunity. Some of the stations have embedded footings so that housing can be built on top of them in the fullness of time. We integrated this ask into the procurement documents.
