In July of 2022, a woman was alone in her home in the early evening when a stranger entered through an unlocked door and attacked her.

He dragged her into her bedroom and began sexually assaulting her. She was able to free herself, run onto her patio, and call 911, but her attacker quickly took the phone away and continued the assault.

E-Comm dispatchers mapped the incomplete 911 call to the closest intersection, and dispatched Detective Constable Phil Li and Constable Eddie Tran. Through searches on a police database, the constables determined the likely location of the call. As they reached the suite, they could hear a woman screaming for help.

Constables Rouzbeh Barirani and Michael Hicks arrived, along with Sergeant Kal Petkov. Fearing further and imminent harm to the woman, the officers breached the door to rescue her. As they entered the suite, the attacker fled from the balcony and was arrested moments later.

For their quick and decisive action in preventing further harm to a sexual assault victim, and apprehending the person responsible, Sergeant Kal Petkov, Detective Constable Phil Li, and Constables Rouzbeh Barirani, Michael Hicks, and Eddie Tran, were awarded the Chief Constable’s Citation.
