Is this a surprise power grab?

As mentioned in Arbitrum’s own docs, the Security Council is part of Arbitrum’s governance framework. It is a 12-member council responsible for handling critical risks through emergency and non-emergency actions.

The docs also make clear that the Security Council holds chain-owner privileges on Arbitrum One and Arbitrum Nova, meaning it can take administrative actions affecting the chain’s core protocol, code, and certain core parameters.

According to Arbitrum’s docs, the council is elected by the Arbitrum DAO. The 12 seats are split into 2 cohorts of 6, and one cohort is up for election every 6 months. Candidates must be DAO members, need support from at least 0.2% of votable tokens, and the 6 candidates with the most votes take the open seats.
