Once cows stop giving milk, they are like a cash-burning startup, massively unprofitable. So, owner either relocates them to some gaushala or abandons them.

Owing to fund cruch, some of these cow sheds shut down. Once that happens, these cows are back to streets. Till Hindus doesn't fund them generously, this problem ain't waning.
