I just pointed out the problem which is, “there’s no water” in the state. So the whole suggestion of getting a pressure pump, use solar etc in the comments is pointless; there’s no water to pump to begin with that’s why each apartment has its own tank.

Students don’t have a choice in situations like this, you either take it or you get a more expensive house; less apartments but same setting (each apartment has its own tank) or better still stay in the school hostel.

I’m not an engineer, just speaking from experience.
Each tank more or less belongs to each tenant (more like a lease). It’s now on the tenant to keep his/her tank neat, or not. it’s no longer the problem of the landlord.
Sad but true.

Basically, this property is located in a state where there’s no water in the ground. Each tank for each apartment, you call water tankers to fill your tank or you don’t have water.
I schooled in one of those states.
