That calculation does not work on a leadership that has removed survival from the equation entirely. The time frame of attack coming from that side then becomes significantly shorter because they do NOT need an exit strategy. It's just, get in and BOOM!

When you believe dying for your cause is a reward and not a punishment, a nuclear weapon stops being a last resort and becomes a primary weapon.
