Dr. Edwin Musiime, Growth Strategist and Chairman of EHS Group, closed out the urban development conversation with a clear sequencing principle: plan first, service second, build third, occupy fourth arguing that when settlements outpace infrastructure, government is left providing services retrospectively at enormous public cost.
Drawing on lessons from Singapore, Rwanda and Hong Kong, he laid out 8 urgent actions for Uganda, from digitising plans and enforcing zoning to protecting wetlands and strengthening municipalities.

Setting the tone early, Mr. Baker Mugaino, Commissioner for Land Registration, delivered the keynote address at the Law & Real Estate Conference 2026, outlining proper due diligence procedure and the practical fragility of Uganda's title register.
He unpacked the Torrens system's three interlocking principles: the mirror principle (the register reflects the facts of title), the curtain principle (purchasers need not investigate history once the register looks regular) and the insurance principle, and where each breaks down in practice, before closing with risk classifications and recommendations for sector players.
This was a strong opening act for two days of expert-led conversation.

What is the impact of the recent regulatory developments on housing finance, mortgage law and affordable homeownership?
Mr. Murokozi Sebastian, Manager – Home Loans at DFCU Bank Uganda, delivered a keynote on financing the Ugandan dream of a home, from the barriers to affordability (high construction costs, thin mortgage penetration, informal incomes) to the opportunities ahead, including the newly enacted Mortgage Refinance Institutions Act, designed to bring long-term liquidity into the market and support more affordable, longer-tenor mortgages.
His key message was that mortgage finance isn't just about buying a house; rather, it stimulates construction, employment, manufacturing and financial inclusion across the economy.

Many sector players don't realise that real estate has a clear stake in intellectual property (IP) law.
Dr. Anthony C.K. Kakooza, Intellectual Property Law Specialist, delivered a keynote on the four foundational blocks of IP, i.e. trademarks, copyright, patents and trade secrets and how each shows up in real estate: from branded towers and architectural drawings to PropTech and confidential pricing data.
He grounded the talk in a real local case, where a valuation report was found to have lifted plagiarised content, including a proprietary digital map of Kampala real estate developments, underscoring how easily unprotected data and creative work can be exposed.
