@OpTicMaNiaC M2 is already powerful for 4K editing. For basic YouTube editing you don't need an M3. 16GB or 18GB is fine, 32 is a little overkill unless you're going to be doing heavy effects later on. Storage you'll want at least 512GB. You can always get an external SSD Later.
