@CaitlinYorkSC @SCGOP The rule has been in effect for GOP Officers and Delegates for 4 years now. A runoff has always been considered an extension of the primary, not a separate election. Thus, a runoff vote counts toward the 2 of 3 rule however a primary and runoff can only be counted as 1, not 2.
