The distrust in the network and the mothership was already there and the announcement of a singular character’s return when they are a package deal, amplifies that distrust, thus the negative reaction. They basically hung Michael out to dry.

One thing is for sure and that is the complete mishandling of this announcement by the network. If Cote will be joining him, do not string people along. You cannot do a project where everyone watched the characters end up together happily and then announce only one returning.

The last time CBS declined comment on whether Cote would join Michael for an arc (his exit) they strung us along for months, teased the fans, she outed them by confirming she was not returning, and they killed Ziva over it. So you can imagine why this might not feel great.
