What does this mean?

✅ Sending money to another person? FREE.
P2P (Person-to-Person) transfers remain completely free, no matter the amount.

✅ Small shops? FREE.
Merchants earning up to ₹1 lakh a month through UPI QR payments continue to pay zero charges.

✅ Most everyday payments? FREE.
Over 95% of merchant UPI transactions are below ₹2,000 and remain free.

✅ Payments above ₹2,000 at merchants?
A small 0.4% MDR may apply, paid by the merchant, NOT the customer.

✅ No extra charge can be passed to you.
Banks have been instructed that merchants cannot recover MDR from customers.

What is MDR?

MDR = Merchant Discount Rate. This is a fee charged to the merchant for processing a digital payment.

What about the “foreign pressure” claim?

There is no basis in the stated framework for saying that UPI charges were introduced because of foreign pressure. The policy is aimed at making India’s digital-payment system financially sustainable.

Why introduce a fee on some large merchant payments?

The idea is simple: large-value merchant transactions can contribute a small amount toward maintaining and expanding the UPI ecosystem—including infrastructure, cybersecurity and wider adoption.

Bottom Line

For the ordinary UPI user, nothing changes:
👉 Send money to friends — FREE
👉 Pay small shops — FREE
👉 Most everyday UPI payments — FREE
👉 If MDR applies, the merchant pays, NOT you.

This is nothing but a vicious and negative campaign by the Congress to create confusion, mislead people and manufacture an issue where none exists.
