@EricLDaugh Once the the full extent of the fraud is exposed, and it WILL eventually be exposed, we're going to find that 2/3 of United States citizens are actually conservatives.
The remaining 1/3 only remain relevant because of the mainstream media's propaganda over the last century.

If an agency or department doesn't spend every dime of its budget then its budget won't automatically increase every year.
