Paris already asked for the terror listing. On 22 January the French National Assembly voted 157 to 101 for a European resolution that calls on the Commission to start the procedure to put the Muslim Brotherhood movement and its leaders on the EU list of terrorist organisations, and that demands a full legal and factual assessment of the transnational network, its funding, its political relays and the associations used as cover.

The text is not binding, and the whole of the left voted no. France wrote the ask. Brussels still has to answer it.

BTW, the Muslim Brotherhood is banned in the UAE.

For those unfamiliar with the new "hero" of London’s antisemites: Barghouti was held responsible for the murders of 26 people—men, women, and children—in 37 terror attacks during the Second Intifada, and was sentenced to five life terms plus an additional 40 years in prison.
