Pt3: But cats fight and stuff, so some of these guys are a bit scruffy, missing an eye, limping etc. But they for sure are all very much loved by all the people of the city!

A little backstory behind all this.
Kotor is a UNESCO heritage site, the while city. It's a small port town in southern Montenegro. They started to use cats back in the day as a defence from rats.

Pt2: Today there are large cruise ships coming into the port, so the amount of rats hopefully declined, but they never got rid of the cats! They built it into the image and brand of the city. They give shelter and food to the cats.
