For the past several months, I have been experimenting with redistricting-by-algorithm & graph theory, and I ended up with a pretty complete C++ library for algorithmic redistricting. I encourage anyone to look at it and try their hand at developing an algorithm.
Even if it were constitutional for the govt to pay for political campaign ads (which it's not), it's unquestionably unconstitutional for Trump to spend taxpayer dollars on things that Congress did not appropriate money for. And it appropriated no money for campaign ads.
