Should they be forced to accept losses on property they would love to sell but can't?

I'd love to be able to sell, would even do so at a discount to a deserving first time buyer but due to the endless building safety crisis it remain pretty much impossible for anyone to get a mortgage and therefore impossible for me to the one flat I rent out.
