The patterns on Vincent's shirt are "Atomic Starburst", which was particularly popular in the 1950s. This was during the early Cold War and the beginning of the Space Race, when people were filled with fascination about space exploration and futuristic tech.

I’m not sure if this is appropriate, but I spotted some strikingly similar shots in a super violent, heavily erotic Japanese anime with a revenge theme that I’ve seen. Perhaps they were making use of this same gaze when drawing it?
