#POINTERS Reduction of royalty rates

Recently, the central govt has specified the competitive royalty rates for mining of Lithium, Niobium and Rare Earth elements at 3%, 3% and 1% respectively, by amending the 2nd schedule of Mines & Minerals Act, 1957.

Earlier the govt had removed 6 minerals, including Lithium and Niobium, from the list of 'Specified' atomic minerals.
This had paved the way for participation of private sector in the auctioning of these minerals. (Including 5.9mT of Lithium reserves recently found in J&K)

#DECODING SYL issue

Context- Recently, the Supreme Court has pulled up the Punjab govt. for not constructing it's part of SYL canal.

Issue- In 1961, when Haryana was formed, it demanded it's rightful share of water from Beas and Satluj.

An agreement was signed in 1981

Haryana's arguments:

-Initially Punjab and Haryana were one; Punjab can't claim monopoly over water.
-Haryana's groundwater is also exploited
-Centre has the right to govern rivers which flow in multiple states.Tribunals & courts have delivered verdict in favour of Haryana
