That is not what the data says.

The Casey audit found that ethnicity was recorded for only 31% of perpetrators. The “88% White” figure applies only to that recorded minority (not to all sex offenders in Britain) and Casey explicitly condemned presenting it as an overall figure as misleading.

Include the unknown cases and the figures are 28% White and 66% undeclared.

Harry has taken the precise misuse of incomplete data that the Casey audit warned against and repeated it as a racial talking point.
