The brilliance of Mark Carney's speech (which by the way, is one for the history books) is that he not only rightly diagnosed the problem with the current pretentious rules based international order built on a lie but he prescribed solutions that the "middle powers" can adopt. He made a strong case for the middle powers to "drop their signs", and work together to create a third path with impact.
