If you look at the San Francisco Transportation Plan (SFTP) put out by the SFCTA and updated every few years, it states a goal of having 80% of trips made by types of transportation other than privately owned cars by the year 2030.
Currently cars make up around 45% of daily trips. To achieve this goal half of the amount or more of cars currently on the road would have to disappear.
This is the reason for gas taxes and the systematic removal of gas stations, road closures and street calming, removing parking spaces and daylighting, raising parking meter fees, and building new developments with a legal requirement to not have more than 0.5 parking spaces per unit and bonuses to have zero parking.
Anything that is done that hinders private vehicle ownership is to achieve that goal, which the SFCTA have said are goals set at the regional, state, and national level. They also say they could face repercussions if they do not force people out of cars. They call it shifting modes, I call it a reduction in a persons right to choose how they want to travel.
In San Francisco, the public school district (55% reading, 46% math proficiency) will block downtown commercial revitalization projects unrelated to schools.
Leaving out the Italian, Jewish, and Irish enclaves in NYC is like leaving out Mexican and Persian enclaves in LA.
