This is dumb because the tax only applies to people not paying income tax to New York because they’re pretending they don’t live here. So if they leave and sell their apartment New York doesn’t lose any income tax revenue, because they weren’t paying that anyway, but potentially gain a new resident that will pay income tax. It’s a win-win for the city.
