The Epstein network and its political ties create the urgency: uncontrolled ledger forensics plus renewed investigations threaten both bank balance sheets and long-protected relationships, making an intentional economic collapse a viable defensive option.
Timing the Act as the migration vehicle converts that defensive liability into a managed transition—and removes the incentive for the banks to crash the system themselves.
