I have audited five years of National Lottery Community Fund grants. Not a sample. Not a handful of charities. The grant-level records.

1. THE NUMBER

Between July 2021 and June 2026, I identified 1,694 grants worth £114.7 million across 1,367 recipient organisations, where the published grant record connects the project to refugees, asylum seekers, migrants, migration or immigration.

Think “migrant” is too broad? Fine. Apply the harder test and restrict the search to explicit refugee or asylum terminology. You still get 1,407 grants worth £93.3 million.

2. FOLLOW THE MONEY

Among the largest recipients identified were:
👉Refugee Action at £3.21m,
👉British Refugee Council at £2.97m,
👉Scottish Refugee Council at £1.75m,
👉Task Force Trust / Action Asylum at £1.62m,
👉Refugee and Migrant Centre at £1.10m,
👉Hibiscus Initiatives at £939k,
👉RAMFEL at £930k,
👉Refugee Education UK at £870k,
👉Asylum and Refugee Community Blackburn at £834k
👉Women for Refugee Women at £791k.

These figures are not estimates of their total income, they are the Lottery grants captured by this audit.

3. THEN SOMETHING CHANGED

Identified funding ran at £16.1m in 2021/22, £22.2m in 2022/23 and £13.4m in 2023/24. Then it jumped to £43.3m in 2024/25. The latest period, 2025/26, accounts for another £19.6m.

That 2024/25 figure deserves attention. More than £43 million in a single year, over twice the amount identified in the first year of the audit.

4. THESE ARE NOT ALL TINY COMMUNITY GRANTS

Refugee Action received £2.94m for the Greater Manchester Refugee Step Change Consortium.
British Refugee Council received £2.35m for Childhood First Partnership UK.
Task Force Trust received £1.62m for Action Asylum. Scottish Refugee Council received £1.55m in an award designed in part to distribute funding onwards to refugee-led and refugee-assisting organisations.

That last point matters. A large grant to one organisation can subsequently feed an entire downstream network.

5. WHAT DOES THE MONEY ACTUALLY FUND?

Read the descriptions and a much larger system emerges: immigration and legal advice, housing assistance, benefits support, employment programmes, ESOL, mental-health services, education, integration programmes, casework, representation, women's programmes, asylum-seeker support and onward grant-making.

This is not one refugee programme sitting somewhere inside the Lottery. It is a funding ecosystem spread across hundreds of organisations and projects.

6. £114.7 MILLION IS NOT THE WHOLE PICTURE

This audit covers the National Lottery Community Fund. It does not yet aggregate relevant Lottery expenditure through heritage, arts and sports distributors. Nor does it include the Home Office, councils, NHS bodies, other government departments or private charitable foundations.

So £114.7m is not a calculation of Britain's entire refugee and migration funding system. It is one identifiable funding stream within it.

The National Lottery is presented to the British public in wonderfully simple terms: buy a ticket and support good causes. Quite so. But the public is entitled to know precisely where that money goes.

Five years.
£114,700,291.97 identified.
1,694 grants.
1,367 recipient organisations.

Now comes the interesting part.

Who runs them? Who else funds them? Which organisations fund one another? Which lobby government? Which advise government? Which simultaneously receive government contracts?

Follow the money.
