When you see $5.479, you mentally categorize it as "$5.47 and some change" rather than "$5.48." By keeping that price one-tenth of a cent below the next penny, gas stations make the price feel lower than it actually is.
2. Historical Gas Taxes
Back in the 1930s, the federal government and many states (including Oregon) began implementing gas taxes. At the time, gas was only about 10 cents a gallon. Because the taxes were often small fractions—like $0.015—gas stations didn't want to round up to the nearest whole penny. A 1-cent increase on a 10-cent gallon was a massive 10% jump. To avoid losing customers, stations passed on the exact fractional tax (like .9 cents) rather than rounding up to a full cent.
3. Competition & "The Mill"
In the early days of the U.S., a "mill" was an official unit of currency worth 1/10th of a cent. While we never minted a "mill" coin, the logic stuck in certain industries—mostly property taxes and utilities. Today, it’s a standard across the entire industry. If one station in Hillsboro decided to be "honest" and round $5.479 up to $5.48, they would look more expensive than the station across the street, even though the difference is only a fraction of a penny.
