There is a lay-by on the A689 to #hartlepool that is in constant use, from this pile of 27 bags and 24 bottles of #drivertizer it is a dumping ground and a toilet. It’s a #biohazard and an environmental disgrace @HpoolCouncil. Please put bins here or close it. @big_tidy
