**Rubio Prevails Over Vance on Lebanon: 14-Point Framework Agreement vs Iran MOU**

Within the Trump administration, Secretary of State Marco Rubio achieved a notable outcome against Vice President JD Vance’s preferred approach.

While Vance backed the broad 14-point MOU with Iran that could have involved concessions in Lebanon, Rubio delivered a carefully structured 14-point framework agreement that protects Israel’s security requirements without compromise.

Signed on June 26, 2026, the agreement affirms both Israel and Lebanon’s right to live in peace and security as neighboring sovereign states.

It preserves each side’s inherent right of self-defense and assigns the Lebanese Armed Forces responsibility for restoring full sovereignty over Lebanese territory, pending verified disarmament of non-state actors such as Hezbollah.

Pilot zones will enable limited Israeli withdrawals where the Lebanese army assumes exclusive control, while Israel maintains its security zone until the threat is removed.

The deal directly counters narratives of Israeli territorial expansion - Its explicit aim is to allow Israel to return to its borders once Hezbollah is neutralized. Israel’s presence is positioned solely as protection for northern communities against ongoing rocket attacks and the risk of further ground incursions.

By placing authority with the Lebanese state, the framework prevents Iran, Syria, or Hezbollah from acting under Lebanon’s name. Any continued Hezbollah operations now constitute a breach of Lebanon’s own commitments.

The agreement’s primary value lies in the legitimacy it establishes from the outset. Lebanon’s signature effectively positions Israel as the practical guarantor of Lebanese sovereignty in areas where Beirut cannot enforce it. Failure to disarm Hezbollah would justify Israel’s continued presence in the security zone, shifting responsibility for delayed reconstruction onto Beirut and its backers.

While implementation will encounter difficulties due to the Lebanese army’s limited capacity, the framework provides Israel with clear diplomatic support for addressing violations.

Rubio’s 14-point Lebanon agreement thus stands stronger than the more accommodating 14-point Iran MOU that Vance reportedly favored. It advances Israel’s core interests while reflecting a firm U.S. position.

Hezbollah and its command center in Tehran knew full well that they were attacking sovereign Israeli territory. They also knew that any response would likely come in Beirut.

They chose this course because they are trying to establish a new equation: one in which Tehran can mock the West, continue directing proxies to attack and kill Israeli civilians- whether through drones, missile fire, or cross-border invasions- while enjoying immunity itself and extending that immunity to proxies in across.the region.
