Fixed/Scarce are synonymous when it comes to absolute scarcity. It’s like homes in a neighborhood, the Mona Lisa, etc. In this sense, 21M hard cap is absolutely scarce.
But relative scarcity does not apply, ie, more demand than available supply. This is where the supply/demand equilibrium sets the price, and where the divisibility into sats plays a role. Sats are always for sale, and demand will always find supply, but at what price.
