I am elated to know that the @CBIHeadquarters has been requested by the Union Ministry of Education to make a detailed inquiry to ascertain the misappropriation, misuse and diversion of PM POSHAN funds for purposes other than the objectives of the scheme, in WB.

My perseverant pursuation to fix culpability and ensure strict punishment for those who misappropriated funds meant for the nutrition and nourishment of the children of West Bengal, has been honoured. I wholeheartedly thank Hon'ble Union @EduMinOfIndia; Shri @dpradhanbjp Ji for considering my plea.

Summary of events that has led to CBI enquiry:-

# I wrote a letter to Hon'ble Union Minister for Education and Skill Development Shri Dharmendra Pradhan Ji on 5th January, 2023 highlighting that the biggest ongoing Financial Scam in WB is the systematic misappropriation & diversion of PM POSHAN funds by the State Govt's Administrative machinery:

# In response, Ministry of Education reviewed the matter and decided to constitute a Joint Review Mission on 13th January, 2023 to review the on field implementation of the PM POSHAN scheme in WB:

# Additionally, keeping view of the financial nature of the irregularities, the Comptroller and Auditor General (CAG) of India was also requested to conduct a special audit:

# The Joint Review Mission (JRM) found serious discrepancies:-

a) The schools where the JRM teams visited, it was found that, the number of children availing meals on an average basis was reported around 60% to 85%. However, it could be noted that for the last 10 days prior to the visit of JRM only about 52% of the enrolled children had meals.

b) Whereas, for period of April to September 2022, districts reported inflated coverage of 84% of the enrolled children, which was further inflated to 96% by the State Headquarters in their reports submitted to Central Government.

c) The corresponding estimated material cost pertaining to this wilful reporting of over estimation by the districts and State accounted to more than Rs. 100 crore.

d) The allegation of diversion of PM POSHAN funds to pay compensation to fire accident victims of Bogtui and CM's visit to districts for distribution of relief materials was also found to be correct. Though State claimed that funds utilised were credited back to PM POSHAN account, however no supporting documents to validate the claim were provided.

e) Examination of number of working days during 2014-15 to 2022-23 revealed that the State of WB also inflated the number of working days, which took a quantum jump from 2018-19 onwards as State reported coverage of almost 100% working days. One can imagine the amount siphoned as the per day estimated expenditure is about Rs 8 crore.

f)Analysis of utilisation of foodgrains and corresponding material cost from 2014-15 to 2021-22 revealed that there is a high probability of over claiming of material cost expenditure by the State Govt to the tune of over Rs 2100 crore.

There have been other violations of the rules & norms related to financial management of the PM POSHAN funds by the WB Govt. I hope and believe that CBI investigation would bring the perpetrators to justice.
